It's easy to see the difference when working in illustrator between 0, 0, 0, 100 and 60, 40, 40, 100. I have read and tried the following from almost all the printers I’ve used:

I had to dig through various expensive books to get this info at the beginning of my career. Still made many mistakes and learned by experience. A great resource for design teachers as well. Of course it matters on the final substrate, and what your pressman suggests. Always good to ask the prepress guys prepping your film or your plates, and the pressguys running the fountains!
